IMPLEMENTATION REFIS/MASIS

1 INTRODUCTION

For some years the air operations control station Nieuw Milligen (AOCS NM) is confronted with increased radio traffic on the flight information service (FIS) frequency (132.350 MHz). As result it is becoming increasingly difficult to contact the FIS controller when urgently required. AOCS NM is also confronted with a shortage of air traffic controllers licensed for the FIS position. Due to this shortage the FIS at AOCS cannot always be manned.

To address these problems, the Royal Netherlands Air Force implements the regional flight information system (REFIS) and the military air base status information system (MASIS). Both systems are planned to be operational 1st of October 2017. REFIS and MASIS will cover a substantial part of the FIS within the area of responsibility (AOR) of AOCS NM. REFIS is not a replacement for the PIB. The pilot still has the obligation to read the PIB before flight. REFIS is an addition to the FIS and will not replace the current FIS.

In case the implementation date cannot be met, the exact implementation date shall be announced by NOTAM, together with the REFIS frequencies.

2 REFIS

REFIS is similar to ATIS used at civil aerodromes, but REFIS covers the AOR of Dutch Mill above 1000 ft AMSL. REFIS automatically transmits the regional QNH and can be updated with any special weather conditions. FIS requires national coverage, REFIS transmitters are therefore installed at:

The information regarding QNH and TL is provided by KNMI in De Bilt and is distributed by the Joint Metrological Group (JMG) of the Dutch Forces.

REFIS messages start with a designator. This is a letter from the alphabet. Every time the message changes, the designator letter will change to the following letter, until it reaches ZULU. After ZULU REFIS messages start with the designator ALFA.

Example REFIS message:
"This is flight information system from Dutch Mil info WISKEY. Regional QNH 1030 equals, 30.12. Transition level 045. Check PDIB for latest NOTAM information. End of Message WISKEY".

3 MASIS

MASIS will be implemented for the CTRs Deelen, De Kooy, Gilze-Rijen, Leeuwarden, Volkel and Woensdrecht. Pilots still have the obligation to request a CTR crossing clearance before entering a aforementioned CTR on the FIS frequency (132.350 MHz).

MASIS is transmitter activated. A crossing clearance can be obtained by calling on the appropriate VHF tower frequency. If the airbase is closed, a MASIS transmission will follow after max. 2 seconds. The MASIS message contains all required information to enter and cross the CTR.

MASIS messages start with the location, followed by a designator. This is a letter from the alphabet. Every time the MASIS message changes, the designator letter will change to the following letter until it reaches ZULU. After ZULU MASIS messages start with the designator ALFA.

Example MASIS message:
"This is Gilze-Rijen information system DELTA, time nn:nnZ (nn are digits). Airbase is closed. Regional QNH 1030 equals 30.41. Inside CTR glider flying in progress. Listen out this frequency inside this CTR. End of message DELTA".
